What we have here are a couple of connected translucent rulers. You slide them about (or use a key combination) to set the top-left anchor point then move your pointer to read the distance in pixels, picas or centimeters.

There are lots of keyboard shortcuts for copying the coordinates, changing the scales—even for changing the translucency of the rulers themselves.
Brilliant.
